wait the rulebook is actually free? not just a demo version?

I keep seeing people say the rulebook is free and I keep assuming they mean a limited demo PDF or the first few pages. Can someone confirm — is the full ruleset downloadable at no cost? Including unit profiles? I'm trying to figure out if we can test the system properly before committing to a purchase.
